KPCpay, the Online Electronic Payment System

The Kansas Payment Center now offers KPCpay, the KPC’s electronic payment system for people who prefer the convenience and speed of paying online. KPCpay is a secure payment method that gives you three flexible options, so you can:

  • Make payments by direct transfer from an existing bank account (“e-check”),
  • New! Make payments by one of the e-wallet options: Apple Pay, Google Pay, and Venmo,
  • Use a credit card, or
  • Use a debit card.

Other advantages of KPCpay include:

  • Scheduling support payments in advance to ensure timely receipt,
  • Avoiding the cost of stamps, checks, and envelopes,
  • Avoiding lost or delayed mail,
  • Getting a printed confirmation immediately, showing the transaction you have made, and
  • Managing your KPCpay account online, 24 hours a day.

Are there any fees for using KPCpay?

That depends on which payment method you choose. There are no fees for paying by e-checks (ACH transfers from your checking or savings account). If you pay using a debit or credit card through KPCpay or through e-wallets (Apple Pay, Google Pay, or Venmo), there is a flat rate convenience fee of 2.95%. The fee amount will be displayed after the payment has been confirmed. At that point, you will have the opportunity to cancel the payment if you choose.

How long does it take for payments to process?

The KPC will deposit your payment on the date that funds are received from your financial institution or credit card company. Normally, funds are received at the KPC two or three business days after the Payment Date you chose for the KPCpay transaction. NOTE: If all or part of the payment is for a new order that has not been set up at the KPC yet, your payment will be held at the KPC until the set up is completed.

Can I initiate an electronic payment over the phone?

No, making a payment over the phone is not an option at this time.

What is payment warehousing?

Payment warehousing lets you set up one or more payments in KPCpay that will automatically process on a future date. You may schedule payments as much as 180 days into the future. You may cancel a warehoused payment any time before the processing date.

What payment methods are allowed with KPCpay?
  • E-checks: KPCpay accepts all consumer and business e-check payments processed through ACH.
  • Credit cards: KPCpay accepts the following major credit cards: Visa™, MasterCard™, and Discover™. Cards that carry other brands are not accepted.
  • Debit cards: KPCpay accepts debit cards (and stored value cards) that carry the following brands: Visa™ or MasterCard™. Cards that carry other brands (or no brand) are not accepted.
  • New! E-Wallets: KPCpay accepts the following e-wallet options: Apple Pay, Google Pay, and Venmo.
What if my payment through KPCpay is returned or reversed later?

If your payment sent though KPCpay is later found to be invalid for any reason, your privilege of using KPCpay may be suspended immediately. If so, any payments you have “warehoused” will be cancelled. Depending on the circumstances, the KPC may require you to make all future payments by certified check or money order.

If the KPC suffers a loss because of an invalid payment through KPCpay, you are required to immediately replace the invalid payment—call KPC Customer Service during weekday business hours for instructions. Your bank or card issuer may charge you fees or penalties, and you may be required to pay other fees or penalties allowed by law.

An invalid payment often is caused by entering the bank or card account number incorrectly when you choose your payment method—please check the account number carefully and prevent problems.

Can I use KPCpay if we are located outside the USA?

Yes, but some restrictions apply:

  • All payments must be made in U.S. dollars.
  • If you pay by e-check, the payment must be drawn on a US bank or an affiliate of a US bank.

The issuer of your credit or debit card may charge you fees for currency exchanges or other services related to the transaction. Please check with your card issuer if you have questions.
